Mexico and Cuba Sign 2025-2028 Tourism Cooperation Program

This initiative is backed by studies aimed at identifying tourism trends and preferences.
On Tuesday, Mexican Tourism Secretary Josefina Rodriguez and Cuban Tourism Secretary Juan Garcia signed the 2025-2028 Tourism Cooperation Action Program.

Through this policy instrument, the governments of both countries aim to strengthen bilateral relations and boost a vital sector for generating foreign currency in each nation.
“Cuba is betting so that Mexico becomes one of the main tourism emitters towards the island. To achieve it, we will work tirelessly and we are sure that Mexico will once again occupy the places it has always occupied,” Garcia Said.
“Together with the Mexican government, we could have a lot of help for the promotion and advertising of the tourist attributes of both countries,” he added.
The text reads, “Cuba is boosting tourism through culture, air routes, and new partnerships.”
In accordance with the 2025-2028 agreement’s principles, both nations will work closely on training tourism professionals through courses in areas such as hotel management, tour guide development, customer service and tourism marketing.
In addition to hands-on learning, the professional training will include conferences, symposiums and seminars. These events are intended to transform individual experiences into collective knowledge that supports stronger development and job performance.
Everyone involved in this economic sector will have the opportunity to showcase their skills next year during the first edition of the German ITB trade fair’s Americas version, set to take place Nov. 10–12 in Guadalajara, Jalisco. Before that event, Cuba will host the 2026 International Tourism Fair.
All of these commercial strategies and initiatives are backed by studies aimed at identifying tourism trends and preferences, as well as evaluating and implementing measures that benefit all parties involved.
